Hong Kong BN(O) arrivals in Scotland can apply for social housing, but only through a housing association. Due to the NRPF condition attached to the BN(O) visa, Hong Kong BN(O) visa holders cannot apply for social housing through their council. This also applies to common housing registers, which are joint waiting lists for both housing associations and council housing in your area.
Shelter Scotland has produced a useful guide to social housing in Scotland. Only the sections related to applications made to a housing association are relevant to BN(O) visa holders.
The Scottish Federation of Housing Associations has a search tool for housing associations in your area.
Important: If you are unable to cover your living costs, are destitute or at risk of becoming destitute you may be able to make an application to lift the No Recourse to Public Funds (NRPF) condition attached to your visa. If your conditions are lifted, you may then be eligible for certain benefits, such as council housing. This can only be done by an OISC-regulated immigration advisor. Find out more about No Recourse to Public Funds for BN(O) visa holders here No Recourse to Public Funds | Hong Kong BN(O) Welcome Hub (migrationscotland.org.uk).
